144 One may at this point ask: Has the Sarvodaya, a reformist party which operated in this area, contributed to the political passivity of the people in their homeland? Again, there is also the fact that Balasaheb Savant was put in charge Wthe Congress and its newly created labour wing, the Indian National Trade Union Congress (INTUG). INTUG has a fairly good control over Bombay's textile labour and a stronger reputation for breaking strikes. Last [but not the least, an important fact that cannot be forgotten is that the Ratnagiri people, mainly Muslims, Marathas and Mahars, right from the early British period had joined the police and the army in large numbers.
