EDITORIAL NOTE 3

We publish an article by Satinath Chakraborty which seeks to restate the Marxist position on epistemology and join issue with alien philosophical currents.

The current official position on foreign technology is the focus of attack in M J K Thavaraj's note. Indiscriminate import of foreign technology, even when domestic technology has developed to a remarkable extent, is being sought to be justified on the fantastic ground that it would lead to self-reliance! Modernization of the economy is necessary for self-reliance, technology imports will help modernization, hence such imports are necessary for self-reliance— so the argument goes. In fact, this policy destroys capabilities developed domestically over years and pushes the-country into complete technological parasitism. Thavaraj argues with concrete examples the absurdity of this policy and contrasts it with the technology policy not only of the socialist countries, but even of a capitalist country like Japan.

And finally, in the book review section, the significance of intra-firm transactions, occurring within porticular multinational giants, in international trade is dwelt upon in a review of Helleiner's important book on the subject, while Asok Mitra, the Finance Minister of West Bengal, in his review of the Gyanchand Festschrift, pays a tribute to that noted scholar, teacher and radical thinker.
