dispassionate study of the history of workers' struggles and of the course of the trade union movement in India, shows that the overwhelming majority of protest actions has originated not because of the intransigence of the workers but because of the failure of the employers, whether individual capitalists or the government, to implement the agreements arrived at with the workers.
