What happens to our notion of growth with justice and particularly to the three hundred million people below the poverty line in this strategy? The gains in productivity from private initiative would percolate down social hierarchy, it is wishfully thought as in Schumpeter, if only sufficient time is allowed. Perhaps here we should choose our projects, or rather induce the private innovators to do so, with an eye to the time pattern of the diffusion of the productivity gains across the classes. The process of development through state-controlled finance and private initiative of course is full of problems like inflation etc, but perhaps, it is fondly hoped, we can manage them by proper social ^ engineering!
