programmes of rural reconstruction, the real wages of agricultural labourers, blacksmiths, carpenters, small and marginal farmers have deteriorated due to rise in prices.

It may be concluded from the above discussion that small and marginal farmers, agricultural labourers, carpenters and blacksmiths etc were in the category of rural poor in Haryana and in spite of the efforts of the government these people have been the losers due to the movement in prices. Prices affected them adversely because they had no other means of production but labour. They had no option but to work as agricultural labourers at the declining real wage rates. Thus, it may be safely inferred that intra-sectoral disparity has also increased in rural Haryana during 1966-1980.

1 Here agricultural sector includes the income originating in the primary sector and represents the rural areas whereas non-agricultural sector includes the income generated in the rest of the economy and stands for urban areas.
