chairman and members of F.L.C., without going into the merits of the cases, on law or facts, on the minor ground of a technical objection as to the constitution of the tribunal of F.L.C., namely, that the chairman and members of F.L.C .were competent to dispose of the cases in ajoint session and not sitting singly. The Supreme Court of Pakistan legalised the imposition of Martial Law and the overthrow of the popularly elected democratic progressive government headed by ZA. Bhutto by pressing into service the 'doctrine of necessity". But this 'cardinal' principle did not come into play while demolishing the whole edifice of the land reforms designed to free the oppressed masses of the country side, from the yoke of feudal exploitation. The reason for invoking the so called 'doctrine of necessity' in the former case and not in the latter is obvious, i.e., the preservation of the status quo. In fact for the smooth and speedy implementation of land reforms and other socialistic reforms it was essential to take away the writ jurisdiction of the High Courts in the matter of economic reforms, by getting an amendment to the constitution. Such an amendment would have been widely appreciated by the broad masses of Pakistan. Other parties could not afford to'incur the displeasure of the working people by opposing it either.

Tht Chief Martial law administrator has not only stopped further enforcement and implementation but is reversing the process of land reforms. This self styled "mufti "of Pakistan has given 3.fatwa that taking over of individual property is against the mjunction of Islam. Although his "Islam" has been rejected by the people of Pakistan in the recent referendum, the blessings of his American masters and the support of the arch reactionary Jamit Islami are sufficient for him to cdntiue his anti-people dictates. However he does use the threat of the implementation of land reforms as a lever to straighten the land lords, if, on some occasions, under the compulsion of circumstances, they take the side of the people.

This is not a new lesson. Histofy is replete with such instances. After getting rid of Martial law, the workets and the peasants will have to organise themselves under a democratic rule for a political struggle. It is only the force of organised working people that will compel the middle classes and other anti-imperialists patriots to be on their side, to strike hard, under the leadership of a revolutionary party, to eradicate the twin curse of feudal and capitalist exploitation.
