But the government's apathy in imposing a producer levy and com-pulsorily procuring the surplus, clearly indicates the basic content of its class policy. Pricing Policy An analysis of the pricing policy of the government brings out the essence of these policies. It is widely acknowledged that the productivity in agriculture has increased in certain areas, especially with the onset of the so-called green revolution. A survey undertaken by the Ministry of Agriculture with the co-operation of Agricultural universities and Agro-Economic centres has given an estimate of the cost of production, the details of which are summed up in Table 2.
