To understand the achievement of entrepreneurs in the small scale sector, and the role the government's program may have played in facilitating their efforts, the authors visited three Indian states—Punjab, Tamil Nadu and Qrissa—interviewing government officials charged with implementing the program, as well as small-scale entrepreneurs. Their study suggests that the growth of small-scale industries in India is independent of the small-scale industries program, and that small scale manufacturers most often succeed because they can get around government restrictions.
