777. Agricultural and Land Reforms

1 Abolition of landlordism in the agricultural sector; elimination of the remnants of feudal and semi-feudal relations; distribution of land appropriated from the landlords among the tillers; conferring pro-prietory rights on the tenants.

2 Stoppage of all evictions and preparation of records of rights;

enforcement of legal provisions regarding protection of tenants and sharecroppers9 rights by people's committees.

3 Ruthless enforcement of ceiling and distribution of all surplus lands and cultivable wastelands to the landless labourers and poor peasants.

4 Steps towards the consolidation of a record of rights for all individual households so that it could be computerized and published.

5 Throwing open the statement of the record of rights for every village before the Grama Sabha with legal provisions safeguarding the rights of any member of the Grama Sabha to challenge the statement on the total land owned by a family.

6 Formation of people's committees in every village to finalize the disputes settled by the Land Commission. These committees should possess statutory powers with majority representation for the poor peasants and agricultural labourers.

7 Immediate distribution of cultivable wasteland to landless agricultural labourers.

8 Annulment of all debts of landless agricultural labourers, poor peasants and middle peasants.

9 Fixation of minimum wages for agricultural labourers in all the states.

10 Immediate stoppage of all evictions.

11 Strategy for increase of agricultural production to be so guided that employment of agricultural labourers is increased and technical deve-lopment linked with the measures against concentration of prosperity and agricultural unemployment.

12 Provision of credit and other facilities like better seeds, water and fertilizers to poor and middle peasants at concessional rates.

13 Drastic modification in the pricing policy in order to redistribute income in favour of the poor and middle peasants.

14 Investment in public works for agricultural purposes to be
