back to bureaucratic socialism with the inevitable ultimate deadlock, or to the dictatorial state capitalism with all its hardships for the common people.

Hence, the need for developing economic democracy hand-in-hand with enhancing the economic role of the state.

The development of grass roots democracy is of the key importance here, including both industrial as well as territorial one. To start with, the workers' collectives should be given the rights to participate in management of their enterprises and to form regional and all-Russia unions and their representative bodies - to support such participation and to expand it to decision-making process at higher levels. Similarly, territorial self administration bodies at various levels should be developed.

Exchange of experiences gained by India and Russia is very important at this juncture when both the countries are under the heavy pressure from the IMF to globalise their economies through opening them to free market forces, not only within the country but also externally. For both the countries the basic question remains how to escape such globalization of their economies and their subjugation to market forces as could destroy the essential national industries, cause mass unemployment and pauperisation of the population, reduce effective market demand to that of a few rich, while leaving the demand of the bulk of population largely unsatisfied and latent. In short, the problem is how to tame the market towards nationally accepted social goals by proper use of the state* s impact upon the market forces.
