Investments. Optimal ratio between local and external (foreign) capitals in the total investments can differ for various regions.

The particular significance for the Kuril Islands is to attract investments. Hence, rather new kinds of investments could be checked such as project crediting including for investment projects of territorial and production complexes. An integrated system of measures (bargaining, competitions, auctions, lease discounts, active advertising) to attract credit resources and foreign investors is needed.

Outer economic activity. Orientation for the foreign market is essential. As a rule, export industries make up not less than 50 percent

of GDP.

A system of measures to liberalise regime of foreign economic activity is of great importance for the Kuril Islands. It is possible and even preferable to establish various customs preferences for goods export, import, and transit right up to the regime of customs-free zone interpreted to the Islands specific economy. The prospective will be such instruments as bonded warehouses, free bonded warehouses, duty-free shops, and others.

Resource use of adjacement aquatic areas. The establishment of 200 miles economic zones by the world community resulted in cardinal changes of the international specialisation in fishery and fish processing as well as the economic policy in fishery. As a rule, total control of the biological resources based on strict norms and quotas is essential for development of islands. It became profitable for islands to create fish processing enterprises after taking possession of the continental shelf biological resources that changed the export structure to increase the portion of finished products. Thus, it increased the cost of export with corresponding growth of currency revenue. New factories diversified production and created additional working places. The fishing-fleet was restructured, and the policy in fish catching and processing was changed.

It is important for the Kuril economic zone to establish special state regime of sea biologic resources management, to determine possible takes for main commercial fish species and minimum permissible fish takes, to organise mechanism for fish quota distributing among ship owners. The problem of granting quotas for sea products takes to foreign companies is needed to be specially discussed.

Small business. The policy to support small and middle-sized business is characteristic. A great number of small enterprises allow
