that the latter consider improper or unjust. They also feel that people^ in general, do not take an impartial and selfless view on matters of public interest, expecting, as they do, too much from the leaders.

However, the majority of leaders from all categories (62.45 per cent) were not categoric in their judgment. The public in general wants that the leaders should do something(just or unjust) for their followers and supporters. People on the whole are not too self-centred; they have the development of village community and the good of the panchayat at heart.

Confidence in Leadership

This is a measure of the leaders9 attitude towards higher leadership. It is generally seen that most of the leaders try to pass on their responsibilities to others. Hence, we wanted to know the attitudes of village leaders about other leaders in connection with their own role responsibi-ties. Questions concerning mobilization of public opinion towards general interest, guidance by higher leaders to local leaders and so on were asked to assess this situation.

Table IX shows that 45.23 per cent from all categories of leaders a^ of the view that leaders, in general, are not impartial and sincere to their duties. To them, leaders are not conscious of their obligations to the people; hence they do not try to do what is in the best interests of the people. They also charge the higher leaders of not guiding the local leadership.

33.49 per cent of the local leaders from all the categories gave a mixed reply. They feel that neither are the leaders fully impartial and sincere to their duties nor are they hundred per cent partial and selfish* However, 21.28 per cent leaders from all the categories feel that leaders* impartiality is beyond question.

Institutional Viability

Here it was examined to what extent the leaders felt that panchayti raj institutions had the power to carry out development works satisfactorily and whether these powers were in fact used. Several questions concerning
