the consumers. The answer to the problem lies in a comprehensive system of controls and rationing. If the administration lacks the ability to administer prices and enforce controls and rationing effectively and efficiently, the Indian consumer will be subjected to further exploitation by an unfavourable market and unscrupulous producers and traders in collusion with corrupt and dishonest officials and inept machinery.
