dernocracy?There cannot be any perfect answer. The needs of organization constantly throw up hierarchical structures and the masses must constantly fight to keep them from hardening into authoritarianism. But production requires good order. The revolt against authority in the Cultural Revolution went too far in disrupting production. Now the "gang" is accused of stirring revolt to the point of destroying production^ not to "serve the people'5 but to build up its own power. Now the balance has to be redressed and production promoted but how can necessary order be restored without infringing upon democracy in management in industry? These questions can never be finally answered. But scientific experiment and the analysis of problems apply not only to science and engineering and technology (and not only to individual daily life) but also to politics. A new experiment is now going on before a whole population which has learned to judge policies by their results. This is the main consequence of education in China.
