institutions. At a certain juncture, a view was taken that West Bengal, being a relatively industrialised State, can be discriminated against in the matter of deployment of institutional funds. This policy has to be reversed; the Central government must ensure that banks and other public financial agencies do not import their own subjective bias in deciding upon the quota of institutional funds for this State, or m deciding which sector or group is to be offered particular encouragement. The closest liaison needs to be established between the State government and the financial institutions; the latter must be persuaded to abide by the judgement and priorities of the State government in the allocation of funds and in the management of units financed by them within the State. It has to be specially impressed upon the institutions that they must pay respect to the established policy of the State government to promote labour-intensive industries and indigenous technology.

20 The public financial institutions should also review their conventional policies about guarantees and collaterals. This is particularly important in the context of the need to provide adequate credit to small artisans and unemployed young persons. The State government may indicate 10 the institutions, including the banks, certain targets for fulfilment in the matter of credit all^troent to different economic groups. Continuous appraisals should take place to icnsimii ^k&tthir targets are fully reached.

21 While seeking institutional finance for the State's industrial growth, the authorities must however eschew policies which bear any trace of parochialism. On the contrary, the State government must campaign for additional investible funds for the entire Eastern region, since irrespective of all other considerations, industrial developtnettt in any eastern State will by and large also contribute to the well being of West Bengal's economy.
