for the poorer sections who depend a great deal on publicly provided health services. It is all the more surprising that such recommendations should be made in a milieu when there is greater awareness the world over of the importance of public provision of basic needs and the ensuing improvement in the quality of human capital. The high disease burden of the country which is due to the continued prevalence and, in some cases, resurgence of several communicable disease and the low level of income of the bulk of the population make it imperative for the government to adopt a more active role in strengthening the infrastructure for health provision, increasing allocations and ensuring their effective utilisation.
